Mr. Legard is currently the President and Chief Operations Officer at TerraGraphics (TG) Environmental Engineering and leads all aspects of operations for the corporation. Prior to joining the TerraGraphics team Dave had 12 years of experience in Management of small businesses supporting the federal government. Dave has 38 years of experience in all nuclear facility lifecycle phases ranging from, Design, Construction, Operations and Maintenance, Deactivation and Decommissioning (D&D).

In support of prime contractors Dave has focused his experience and expertise in leading nuclear facilities through the planning and implementation of several major change initiatives to move large organizations from operations focus to closure or project requirements; including labor relations and organizational realignment.  These efforts typically are focused on culture change driven by process improvement such as work control, bargaining unit utilization assessments, requirements-based assessments (RBA’s), and defining and implementing enterprise software systems. These efforts have all been at Federal nuclear production facilities and required managing the safety basis and conduct of operations programs through procedural and programmatic implementation of the changes.
